london way and upper wortley road near to junction 35 of the m1, with a possible later development in the field on the opposite side of wortley road. how to object residents of thorpe hesley should individually raise their objections to the development, once jones homes has submitted a planning application, to rotherham borough council (rmbc). individual objections will carry more weight than a petition or a general objection. residents can ring rmbc’s planning team and register with them to be notified when any planning application is made in thorpe hesley. to comment on a planning homes did not indicate that they will be investing in offsite works. they should be required to do so as these will be fundamental to manage the impact of this development. rmbc has already stated that the preparation of a detailed masterplan incorporating suitable design measures is essential. jones homes should be asked to invest in 4 strategic areas, working with the council: a.to make major improvements to the road infrastructure, as deemed necessary following a professional strategic view of traffic that address residents’ concerns: i.there are no direct buses to sheffield or meadowhall to reduce car usage. ii.thorpe hesley has existing traffic issues: •on upper wortley road (especially at the brook hill and london way junctions, because of the volume of traffic at rush hour and congestion caused by school parking) •along london way because of external commuter parking •through the village because of traffic from other settlements (wath, brampton, wentworth etc) accessing the motorway junction. •parking on upper wortley road for parents to take children down to the schools (a proposed ‘drop-off point’) would not be adequate. iii.144+ additional cars accessing upper wortley road by one access road from this site will cause severe rush hour problems and make pedestrian access to the school more hazardous. an alternative access via hesley lane is likely to increase the congestion along london way and brook hill as cars try to access upper wortley road. b.to radically improve drainage and reduce the possibility of flooding, following a strategic professional flood assessment. jones homes have proposed a water storage tank draining into the existing culvert which has previously flooded properties in brook hill and sough hall road several times. to avoid properties being flooded again: i. the tank technology proposed by jones homes needs to be validated by a 3rd party expert. ii.jones homes needs to fund improvements to the culvert as far as the doctors’ surgeries and for maintaining the culvert, long term, at the bottom of sough hall road. iii. jones homes should adopt a sustainable hard landscaping specification using permeable materials thereby minimising the potential for surface water run-off. c.assess the impact on the junior and infant schools (and satellite schools) of 144 new households (288 children?) and make strategic decisions so there is no detriment to existing residents of thorpe hesley and scholes. d.a strategic assessment of local services (doctor’s surgeries, pharmacy, no post office, limited retail outlets and an investment to improve them. 2.the land immediately adjacent to upper wortley road is the highest point of the site and the highest point around. jones homes is planning to build some 2.5 storey houses on this ridge. houses should not be built on this ridge as they will have a major impact on the views from wentworth woodhouse, wentworth and other parts of thorpe hesley. dwellings should be positioned lower down from the ridge. an attractive boundary is necessary for this main gateway into rotherham. any properties built side-on to upper wortley road should have boundary walls built of stone, ideally matching the old stone wall that partially exists on the boundary, with maintained planting in front of them. 3.there is no pedestrian integration of the site with the rest of the village and both the schools. footpath access into the “cloisters” footpath, london way and hesley lane is needed. rmbc’s local plan information about this site: site reference ldf0153 site capacity 137 dwellings (and jones homes is planning for 144) site status: identified for housing but not yet approved site development guidelines: •potential archaeological objections to future development proposals will need to be supported with a heritage statement. •site is adjacent thorpe hesley conservation area, however, there are no significant historic built environment constraints or recommendations to its development •a landscape assessment will be needed to assess and manage the impact of potential new development on the wider open countryside and on natural landscape features such as trees and hedgerows. retain and enhance existing vegetation. •consideration will need to be given to creating a strong structural landscape framework within which this development will sit. opportunities to fund the management, protection and enhancement of a green infrastructure asset and the creation of additional habitat and green space as part of any potential future development will require further exploration. •the preparation of a detailed masterplan incorporating suitable design measures will be essential. •there needs to be ecological assessment to inform development potential or consideration of boundary amendment. 12 june 2017 there is a proposal to develop the land at the side of the school. the developers, jones homes, are holding a drop in meeting on wed 21 june in the trinity centre between 3.30 and 7pm. they will be there to explain the proposal.
